Peru has ratified the Comprehensive Economic Partnership Agreement (CEPA) with Indonesia through Supreme Decree N.° 041-2026-RE. The agreement will move towards entry into force once Indonesia completes its ratification process, according to Peru’s Ministry of Foreign Trade and Tourism (Mincetur).
The agreement will provide preferential access to Indonesia, a market of approximately 280 million consumers. Once it enters into force, 56% of tariff lines will have duty-free access. Products covered include blueberries, avocados, and mangoes.
A further 30% of tariff lines will be subject to progressive tariff reductions over periods of five, seven, and ten years. Fresh produce and agricultural products in this group include grapes, asparagus, mandarins, and quinoa.
The agricultural export sector will have 90% of tariff lines covered by duty-free access, including almost all Peruvian agricultural products currently exported to Indonesia.
The Peru-Indonesia CEPA was signed on August 11, 2025, in Jakarta. Peru has now completed its ratification, while implementation remains dependent on Indonesia completing its respective process.
Peruvian exports to Indonesia reached US$117 million in 2025, of which US$114 million, or 97.4%, consisted of non-traditional products. Among the main exports were fresh grapes.
Peruvian imports from Indonesia totaled US$523 million in 2025.
