The Minister of Finance, Dr. Cassiel Ato Forson has stated that it is the vision of the Mahama-led administration to make Ghana’s agriculture modern, mechanized, market-driven, youth and women-led to foster growth and transformation of the agricultural sector.
The Finance Minister made the statement during the presentation of the 2026 Budget and government policy in Parliament on November 13, 2025.
Dr. Forson said agriculture remains the heartbeat of Ghana’s economy, “the source of food, jobs and dignity for millions of our people.” This makes it pertinent to enhance the sector for robust economic progress.
He reiterated government’s commitment to transform the agriculture sector across the general value chain anchored on the Agricultural Transformation Programme. “Under the able leadership of His Excellency President John Dramani Mahama, Government has set in motion an ambitious and practical plan to transform agriculture, anchored on the Agricultural Transformation Programme and the 24-Hour Economy and Accelerated Export Development Programme.”

The Minister emphasized that government’s focus is on creating agro-industrial enclaves across the country, dynamic hubs where production, processing, and distribution happen around the clock.
He indicated that the Agricultural Transformation Programme will facilitate job creation as it is primarily youth-led and women-led centered initiative, creating the enabling environment for available market exploitation, feed Ghanaians, provide raw materials for industrialization, value addition, and profit making.
According to him, the programme will also ensure food security, reduce food importation and conversely promote exportation. “This is how we will feed our people, provide raw materials for our industries, reduce imports, create jobs and make farming profitable again. ”
