Ghana’s push toward a fully operational 24-hour economy has received a major boost following the signing of a Memorandum of Understanding (MoU) between the 24H+ Economy Authority and the National Petroleum Authority (NPA). The agreement formalises a strategic partnership to ensure the consistent supply, efficient distribution, and secure management of petroleum products in the country, an essential backbone for round-the-clock economic activity.
At its core, the MoU secures the commitment of the downstream petroleum sector to the 24-Hour Economy programme, strengthens institutional collaboration between the Authority and the NPA, and clearly defines the roles, responsibilities, and mandates required to deliver on this national priority.
The partnership brings together critical players across the petroleum and security value chain, including the Chamber of Oil Marketing Companies (COMAC), Chamber of Bulk Oil Distributors (CBOD), BOST Energies, the Ghana National Tanker Drivers Union (GNTDU), Tanker Owners Union (TOU), refineries, the Ghana Police Service, National Security Secretariat, Ghana Ports & Harbours Authority, Ghana Petroleum Mooring Systems (GPMS), the Ghana Revenue Authority (GRA) and private investors.
Together, these stakeholders will support seamless fuel distribution, strengthen operational security, ensure regulatory compliance, and protect critical infrastructure, key pillars for sustaining a 24-hour economy.
This MoU signals a coordinated, system-wide approach to powering businesses, transport, logistics, and essential services beyond traditional working hours, unlocking productivity, expanding opportunities, and accelerating inclusive economic growth.

The NPA Chief Executive, Mr. Godwin Kudzo Tameklo Esq., described the agreement as a decisive step in aligning regulation with Ghana’s economic transformation agenda. We are reinforcing systems that guarantee efficiency, safety, and accountability across the downstream petroleum sector at all times, he added.
The 24-Hour Economy & Accelerated Export Development Programme (24H+) is a national development initiative aimed at repositioning Ghana as a competitive, export-driven economy. The programme promotes sustained economic activity to unlock productivity, enhance value addition, and support inclusive long-term growth.
The National Petroleum Authority is the statutory body responsible for regulating, overseeing, and monitoring the petroleum downstream industry in Ghana to ensure efficiency, growth, and consumer protection.
